WD 2007 List level restart shifts indent to the right

Word 2007: I am using a numbered list inside a table for step by step
instructions. Each step is typed in its own cell within the table and a list
level assigned. The steps are numbered sequntialy, but the substeps restart
at 1 for each new step. The 5 different list levels are associated to styles.
These documents are based upon a template, and to reduce variability, the
teplate is protected so the user is limited to choosing styles.
The problem is, that when the list is restarted, the indent of the restarted
list shifts right. Typicaly, I readjust this line manually, but in a
protected document, the user is precluded from making such changes.
My question is, how do I stop the shift of indent, and if it can not be
stoped, is there a work around?
Thanks in advance for your help.

It sounds like your numbering system is not set up to properly restart the
sub-step numbering after a new step is created.

To add to what Doug has said, to display the equivalence of the Customize
Outline Numbered List dialog box in Word 2007, place the insertion point in
the first level 1 item of the list, and then click Home tab | Multilevel
List | Define New Multilevel List.
